I have been inspired to write this White Paper on my return to the world of philanthropy and charities after a career break to raise my family. Expecting the world to have moved on in my absence, I am surprised to see the philanthropy advice sector has largely remained static over the last few years - when by now it should have fulfilled its enormous potential.

The Institute is named after the Late Hon. Lakshman Kadirgamar, P.C., M.P., who served three times as Sri Lanka’s Foreign Minister in 1994-2000, 2000-2001 and 2004-2005. The Institute is the realization of a goal relentlessly pursued by the Late Hon. Foreign Minister, to fulfill the need in the country for a centre dedicated to the study of its strategic interests and international relations in a broader and holistic context.
